Scenario:"Yes and we started with the effectiveness of what you have in place. It's full of incompetence and men on the take. Those favors owed for elections are all eventually paid back. You see...they're not exactly trying to do the right thing for Gotham City and its residents of the communities across the city. " Both Jim and Harvey nodded in agreement. They knew that corruption was a big problem in Gotham, but they couldn't deny that Bane was right. They had to do something about the corrupt officials and the people on the take.Batman, who remained silent, finally spoke up. "Bane has a point. The old way clearly isn't working. We need new, effective leadership."Jim and Harvey looked at Batman, surprised by his words. They expected him to object to Bane's leadership, but it seemed like he was actually considering it. "You're agreeing with him?" Harvey asked, raising an eyebrow."I'm not agreeing, I'm acknowledging. There is a big difference." Batman said calmly, and there was a hint of respect in his voice when he spoke about Bane.Jim and Harvey exchanged a look again. They knew that if Batman was considering Bane's proposal, it couldn't be all bad. "Okay, let's say we did give you authority. What would be our next move?" Jim asked, still skeptical but willing to listen."We'd put pressure on the pipes and find out who they leaks are. One hand washing the other keeps more employees informed on the movement of funds, weapons, and evidence. It will reduce the overall corruption, and we'll have to weed them out too. Not all leaks or internal problems will be discovered by that one change, but with the other necessary changes. You will turn it around." Harvey and Jim nodded, understanding the need to root out the corruption and internal problems. "That makes sense." Jim said. "And what about the higher-ups? Do you have any suspicions on who could be involved?""Yes...I do, Jim." Bane reloaded, to show them that there was a plan for the expected results. Not just strong arming them. "I think that Cobblepot is laundering for them. The Falcones are moving money off shore." Bane said. "That's my first guess...of course I don't have any proof or documentation for this claim, but I strongly suspect that casino and Cobblepot." Jim Gordon knew it, he was nodding in agreement with that suspicious casino ran by the Penguin. "The Penguin is an intelligent man. He knows how to work with money and he knows how to hide it and avoid taxes on it." Bane explained. Jim and Harvey were not surprised to hear Bane's suspicions about the Penguin and the Falcones. They knew the crime lords had a way of evading detection, and they had long suspected them of illegal activities. "Yeah, we've been watching Penguin for a while now." Jim said. "He always seems to stay just far enough on the right side of the law to avoid any real charges. But his casino's a different story.""He's probably a bigger problem for Gotham City than the Joker. They're both bad guys with no empathy or a conscience to guide them the correct way." Bane said. Gordon couldn't disagree with Bane there. "You're right. The Penguin and the Joker are both threats to Gotham City in different ways. The Joker with his chaotic and violent nature, and the Penguin with his organized crime operations and political influence."Batman had been engaged in the conversation at hand, but he had noticed the stranger with Jim and Harvey. He still wanted to know who he was. "Who is this man?" Batman asked. Jim and Harvey were a bit taken aback by Batman's sudden question, but they quickly composed themselves. Jim looked to the stranger, then back to Batman. "Oh, this is Alpha-One. He's here to help with the situation."Batman's eyes narrowed as he studied Alpha-One. There was something about him that felt off. He couldn't quite put his finger on it. "Help with what exactly?" he asked, his voice sharp.

Bane
